Thanks for good work Brent. Also note that Rep. Phelps is the Vice Chair. Interesting.
But what fate awaits? I suspect Speaker Madigan will insist on a super-majority vote as there are pre-emption issues. Further there is an uncertain fate in the IL Senate and a certain veto from Blago.
I'd like to get more excited about this bill and I will if the NRA and/or ISRA makes a serious run at moving this bill I intend to follow their lead. However I have been around enough to know that just getting a bill to the floor doesn't mean a whole lot. Or atleast it hasn't in the past.
Let's follow this with interest though and keep on an eye on the NRA/ISRA to see if this is a serious effort or if it's just to get the Rep's on record for or against the civil rights of gun owners.

Frankly I hadn't thought that it would even get this far. We have been pretty complacent in Illinois because we know it is a dead horse to beat over and over. However, the mere fact that one committee MIGHT pass it out for a full vote is amazing. We should use this time to send an email, fax, and phone call blizzard to Springfield. I am sure it is dead in the Senate with Emil Jones there, but still, its somewhere. A small change in voting patterns and everything might change... Tom
Dragging Illinois into the 21st century kicking and screaming will be a long journey.
It's an old cliche' but any long journey begins with one step.
Let's all send your local reps quick e-mail and let them know our position.
The companion bill in the state senate is SB1500.
As long as we sit around on our ever expanding buttocks and moan and groan how nothing will ever change, it won't. We all need to put down the remote, get up off the couch, and pick up the phone and let our voices be heard. The anti-gunners don't quit and niether should we. If our ELECTED officials don't want to listen we have an election coming up in 2006. I for one don't mind flogging a dead horse. Maybe he's just asleep.
In my line of work this time of year (accounting, taxes and computers) I couldn't attend the lobby day. Hopefully someday.
I would have mentioned this bill alone and drove it into the policy makers heads that the majority of other states already doing it - not to mention it's our right.
I'm tired of calling, faxing, e-mailing. I'm ready for action. They've always spoken louder than words. I'm for a little "civil disobediance". Everyone go out in public with a concealed firearm and then call the sheriff's office to turn yourself in. A million calls ought to shed some light.
I agree with the first 3 posters. A reasonable CCW law is the holy grail for the pro-Second Amendment community in this state. Simply because seeing it through to fruition will be difficult is no excuse not to try. This is the first time since I can remember that there's actually a chance legislation like this will move out of committee. I strongly encourage everyone who cares about this issue to contact his or her Represenative and Senator and ask them to support these bills.
John, you mention that the ISRA and the NRA need to make a serious effort to push this legislation, and I agree with you. However, these groups are only as strong as their members. I belong to both of them, and I am making a serious effort. While a veto from Rod is inevitable, that doesn't make it a lost cause. There's always a chance (however remote) to override him, and once he makes his veto, it's going to be even more difficult for him to campaign for re-election and claim with a straight face that he "strongly supports the rights of hunters and gun owners".
Please visit www.illinoiscarry.com for more information about concealed carry issues.
Blago doesn't want to have to face re-election with the hunters and gun owners not behind him...He spoke to that early on. Now he needs to own up to it. If we push this as a re-election issue for him he may cave....He has avoided this mess long enough, we need to hang him out there for all to see.
Let's get moving folks.....
ANYONE who opposes this "Family & Personal protection act" is a complete and total moron...and if that person is an "elected" official, then it goes double.
How could anyone not support this act?......Don't we love and care about our own lives, and those of our families, sons, daughters, wives, mothers etc.?
Who in their right mind would not support an act that would "permit" a person to defend and possibly save a loved ones life?
I'll tell you who wouldn't support this...people like mayor daley, senator emil jones, speaker mike madigan, attorney general Lisa madigan and gov. Blago.....these morons and their cohorts conspire to deny decent citizens their legal and unalienable rights to self preservation, life, liberty and the pursuit of happiness.
Ladies and gentlemen, these bastards meet behind closed doors in private and think of ways to deny Illinois citizens their most basic of rights, as guaranteed by the Illinois constitution and Federal Constitution, 2nd Amendment, they think they are clever by implementing their plans in the form of "laws".
Guess what daley?..the Chicago gun laws you have rammed down Chicagoans throats are null and void, yes sir Mr. you see daley, you are not "king Richard" who rules by decree, your gun laws violate the Illinois code and the federal code, you cannot enforce laws that are in contradiction to state and federal law, which your guns laws are, you incoherent, mumbling big dummy.
For years you have coerced your police force to "enforce" them in the name of saving lives and keeping Chicago citizens "safe" now once and for all mayor, support the "family and Personal protection act" and really make a difference in "saving and protecting lives" BUT you won't because your a moron, a mobster, who only wants to retain control of "his town" and the rest of the state now that your buddy blago "is in the govenors mansion"
YOU are afraid of guns mayor daley, you know what Sigmund Freud said about that don't you? Well, here is the famous quote, read it and take note, "A fear of weapons is a sign of retarded sexual & emotional maturity" (Sigmund Freud 1856-1939) I think this quote sums up all of you anti gun morons quite well.
Also for all you parents reading this, whether your a policeman, janitor, or politician, Sigmund Freud also said this, "I cannot think of any need in childhood as strong as the need for a father's protection"
Illinois needs this family and personal protection act, mayor daley and your co -conspirators, go to hell.
Simon Solomon
Just wanting to voice my support for the cause. It WILL be an up hill battle but it can and will be won!
Tha people of Illinois are tiring of being stepped on and fed political bull about our rights. If they want to make it a political issue then we will, AND it will be made in such a way that Blago will not be re-elected as governor and Daley will be ousted in Chicago.
Dave
John, I hear what you're saying--this year.
But taking the long view, we need to assume going in that it's going to take ten years to get a reasonable CCW law. If it takes less, that's great. But that's ten years from the day we stop bitching and start building a movement.
If we wait for the stars to align and the Gods to appear, the odds are that it'll never happen. Even if it ever does, we won't have the groundwork in place to take advantage until it's too late unless we start hyping CCW to legislators yesterday.
If we could just take advise from The Israeli's and build a wall around Chicago we could get some new laws passed.
The thing that really gets me going about these supposed anti's is that they all have some sort of security blanket for themselves and their families. Whether it's a private or public security detail or they are armend themselves. Chicago has a total gun ban however Chicago Aldermen can and do carry. Sorry chumps....if you can I can....and will....
Here's an important update. There are 2 companion CCW bills in the Senate, SB 1500 and SB 2101. Both have been assigned to the judiciary committtee, where they are going to face a much tougher challenge than the House versions.
The committee breaks down as follows:
Anti-gun:
Cullerton (co-chair)
Harmon (vice-chair)
Clayborne
Raoul
Silverstein
Of this group, Clayborne has the best voting record, but he's still no friend of gun owners.
Pro-gun:
Haine
Petka
Roskam
Winkel
Fence-sitter:
Dillard (co-chairman)
Senator Dillard is a Republican from the 24th district. He supports some gun control, but he also has stated his support for CCW legislation.
Assuming we can get Dillard on our side, the vote will be locked at 5-5, unless we can do a number on one of the Chicago guys (Clayborne, perhaps) and get him to break ranks.
I hope that there will be more comment's regarding this issue (IL CCW), afterall that's what this web page is primarily about, the promotion of Illinois concealed carry. Hopefully some of you will give me your opinion's. Do you think this new concealed carry bill will pass? If so when do you think that it will take effect? If you have contacted your Representative, if so what was there reply ect... Hope to hear from everyone who really want's concealed carry for Illinois!!!
Good news - Both CCW bills passed out of the House Committee today. They're next stop is full debate on the House floor.
Keep the pressure on your Representatives, everyone. We actually have a chance to pass a good concealed carry bill out of a chamber in the IL General Assembly. The Senate will be a tougher nut to crack, but this is the writing on the wall.
